Saw "Restart to Update" seen during OOBE

Go through OOBE
Leave it idle for a while 
Saw "Restart to Update" notification in the UberTray during OOBE.
Clicking on the link restarts to the same ChromeOS/Chrome version

Is this related to the component updater? Seems like a bad UX to me

Currently there is a Flash component update for dev channel available. So yes, it will restart to same OS/Chrome version but new Flash version.
