Unable to open wrench menu with Alt+E at crosh terminal window.

Issue description

Google Chrome	58.0.3029.36 (Official Build) dev (64-bit)
Platform	9334.20.0 (Official Build) dev-channel reef

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1)Open crosh terminal(Ctrl+alt+T) 
(2)Press alt+E(to open “Customize and Control google chrome” menu)
(3)

Expected Result:
Should open chrome “Customize and Control google chrome” menu.

Actual Result:
No action with alt+E key at crosh terminal. 
How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

Please provide any additional information below. Attach a screen shot or
log if possible.

pretty sure this is WAI.  we want most shortcuts to go to the terminal app.
