What is the expected behavior?
New window or new tab opens

What went wrong?
New window or new tab opens after about 5 seconds.

Did this work before? Yes two days ago

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

I suspect you won't be able to reproduce this.  Let me know if there's diagnostic information I can provide.

Note that this doesn't happen on a dev channel instance (59.0.3047.4) using the same profile on the same machine.
