screen.orientation.lock overrides windows tablet screen lock

Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.110 Safari/537.36
Steps to reproduce the problem:
1. using windows settings charms bar entry, lock the device screen
2. open a chrome dev console and execute screen.orientation.lock("portrait") or with any valid argument
3. The call succeeds and screen orientation is changed
What is the expected behavior?
The screen orientation should not change. The call should return with failure.
What went wrong?
Chrome changes device setting and call returns successfully .

Does this work in other browsers? N/A
Chrome version: 57.0.2987.110 Channel: stable
OS Version: 6.3
Flash Version:
This changes the entire windows desktop orientation. Not just the browser.
