Lab Puppet should use atest to discover server list and roles

We should have a single source of truth for the list of servers in the lab, and the roles assigned to them.

Manually updating puppet files like this one is error prone.

Lab servers would need access to server_db, is that an issue?

I have no idea, though it would mean that a DB outage would break puppet.

Really, what I'm asking for is a single source of truth about what servers exist, and what roles they have.
