1] Component Name: UI>Browser>Omnibox>ZeroSuggest

This term is relatively commonly used throughout the Chrome team, but it's not that widely used.  I know it somewhat violates Guideline 1, but I think the more description term UI>Browser>Omnibox>OnFocusSuggestions will be less discoverable by the people who need to file bugs against this component.  (In other words, it works better for Guideline 4.)

(The ZeroSuggest name came from the idea of offering suggestions with no prefix, i.e., zero prefix, instead of as-you-type suggestions which have a user typing something, i.e., a prefix for the suggestions.)

The omnibox team will do it.  Our current omnibox triage doc will have us triaging this component every other day (excluding weekends).
