Handwriting is lost if you select a word when there is no text box active

Issue description

Google Chrome	58.0.3029.36 (Official Build) dev (64-bit)
Revision	0
Platform	9334.20.0 (Official Build) dev-channel reef

1. Enable the opt-in IME menu from settings
2. Open Chrome
3. Don't select a text box
4. Open the ime menu
5. Select handwriting
6. Write Hello with your finger
7. Click Hello in the small menu above the handwriting

Expected: Since nothing is selected, i didn't expect my handwriting to disappear

@dhaddock, what do you think should happen in this case? It seems strange for the vkey to keep the handwriting even after the user has selected an option.

If there's nothing better we can do, this seems like a WontFix.

I don't think it should submit the text if there is no text box selected. I can't think of a reason why anybody would find the current implementation useful? 
currently keyboard will ignore the text selection and keyboard will keep on screen.

@tbuckley, @dhaddock, do you think current implementation works for you?
