Noticeable delay opening the opt-in IME menu

1. Go to settings and enable to opt-in IME menu. 
2. Click the menu in the shelf
3. Select the emoji icon

Expected: instant opening
Actual: a noticeable 1 second delay where it makes me think nothing is going to happen

The emoji keyboard is particularly slow

Status: WontFix (was: Untriaged)
If not, the vk will have a flash on the last keyboard. See  issue 603400 .
