Add containedMixedFormStyle for DevTools security panel

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

Have a separate |containedMixedFormStyle| instead of reusing
|displayedInsecureContentStyle|. The goal is to not have devtools make
assumptions about what security level chrome gives to different types of mixed
content.
