[A11y] AMP pages not rendering correctly with Force enable zoom

Issue description

Example URL:
https://www.google.de/amp/s/www.golem.de/news/chrome-google-plant-drastische-massnahmen-gegen-symantec-1703-126916.amp.html

Steps to reproduce the problem:
1. Make sure "Force enable zoom" is enabled in your browser's settings under Accessibility
2. Navigate to Google.com and search for any news site that supports Google AMP. Searching for "Golem.de Symantec" should yield an affected article.
3. Before opening the result zoom in on Google's mobile search.
4. Open an AMP supported article.

What is the expected behavior?
The website should allow the user to scroll through the overflown content in it's entirety easily rather than adapting to a new rendering size.

What went wrong?
Only a tiny fraction of the website is visible. Usually - depending in the zoom level - the link to get to the original article is also outside of the visible part of the website. Individuals elements of the website can be scrolled though depending on how the site is setup parts remain invisible and the idea of scrolling individuals elements like the bar at the top is not obvious to users.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 6.0.1
Flash Version: 

Please note that other websites are affected too and the underlying issue is with how the websites make use of CSS properties and how Chrome/Chromium interprets those in regards to the zoom level. Google AMP is now the most prominent case.

As a workaround users can either explicitly request the desktop version or zoom out before opening links of affected sites. However this workaround is lacking and unacceptable longterm since when zoomed out the zoom will become unusable on AMP pages making them unreadable to certain users and desktops versions are both readability and performance wise far away from optimal. Furthermore even with scrolling of individual elements the zoom level can no longer be adjust dynamically to the text size on the page in question.

I get no repro with N7, MRA58L, 60.0.3112.78. kabtec@, is this still happening on the latest Chrome?

I'm very sorry for the late response: Yes this is still an issue on 61.0.3163.51 on Android 7.1.2.

I am resolving this issue as cannot reproduce. Please feel free to reopen this if the issue persists. Thanks for reporting this. 

# Launch Chrome Canary, search for for "Golem.de Symantec"
# Check that Force Enable Zoom is checked
# Zoom in on Search result using two finger zoom gesture

Able to smoothly navigate around while zoomed in. Entire webpage visible. No large bar at the top like in the screenshot reproduced.  

# Launch specified webpage in Chrome Canary manually
# Zoom in using two finger zoom gesture

Also able to smoothly navigate around on both the mobile and desktop versions of the site. No large bar at the top like in the screenshot reproduced.
