Bluetooth advertisement packets are visible in btmon at startup if user has paired devices

Issue description

Chrome Version       : 58.0.3029.31
OS Version: 9334.18.0

What steps will reproduce the problem?
1. Pair MX Master device
2. Logout and restart Chrome OS
3. Before logging, check out btmon logs from virtual terminal

What is the expected result?
It should be empty

What happens instead of that?
There are plenty of BLE advertisement packets as if BlueZ were scanning.

Note that if I remove all my paired devices, btmon logs are empty.

I've realized that as soon as I move the BLE MX Master mouse, my chromebook connects to it and stops passive scanning. This works as intended then! Sorry for that ;)
