Regression: Unnecessary focus is seen in 'Google Chrome OS terms' overlay at OOBE screen.

What steps will reproduce the problem?
(1)Recover build via USB >> Navigate to 'Google Chrome OS terms' overlay by clicking Next button in 'Connect to network' overlay.
(2)Now observe unnecessary focus in 'Google Chrome OS terms' overlay at OOBE screen

Expected: No such unnecessary focus should be seen.
Actual: Instead unnecessary focus is seen.

This is regression issue as no focus is seen in 59.0.3041.0/9389.0.0 dev channel Parrot.
