Regression: Scroll bar is seen missing on random pages in Samus device

Issue description

Chrome Version: 59.0.3049.0/9395.0.0 dev channel Samus
OS: Chrome

What steps will reproduce the problem?
(1) Recover OS via USB>> go to Google Chrome OS terms page at OOBE screen>> try to scroll the page>> and observe

Expected: Scroll bar should be seen on the pages
Actual: Instead scroll bar is seen missing

This is a Regression issue as issue is not seen in 57.0.2987.123/9202.56.1 Stable-channel Samus

Issue is not seen in with the same version M59: 59.0.3049.0/9395.0.0 dev channel Swanky and Zako

Issue is specific to Samus only

Issue is seen in chrome://md-settings page too (Scroll bar is seen missing)

Issue is not seen in Linux and Windows

Did you try to scroll the page with two-finger touchpad scrolling? I turned on overlay scrollbars recently so scrollbars don't appear until you scroll or hover near the edge of the scroller. However, it's surprising that there's a difference between devices. I'll take a look on Monday when I can track down a Samus.
Issue is reproducible in 59.0.3051.3/9404.0.0 dev-channel Link too

Yeah, I can repro but I'm not sure what's going on. Scrollbars more generally seem to work ok in the rest of the system. I'm not even sure if that's a Blink scrollbar or Aura UI.

+estade@, do you know if the OOBE dialogs use Aura or Blink scrollbars? Who owns those?

Setting to untriaged in hopes OOBE folks see this.
oobe is webui (i.e. Blink): chrome/browser/resources/chromeos/login/oobe.html

Ok, I just updated to 59.0.3055.0 and the scrollbar is now working. This looks like it was a dup of  bug 704656  which was recently fixed.

sandeepkumars@, can you verify in a more recent version? Only 59.0.3055.0 and up would have the fix.
