What steps will reproduce the problem?
(1) Launch chrome, navigate to https://permission.site/
(2) Click on 'Location', then click on Allow from bubble.
(3) Now navigate to chrome://settings/content/location and hover mouse on 'Remove' icon.

Actual: Tooltip for 'Remove' icon is not seen.

Expected: Tooltip for 'Remove' icon should be seen.

This is a non-regression issue, seen from M-59.0.3050.0
