Regression: Unwanted extra spacing on bookmark bar is seen between icon and text.

Issue descriptionChrome Version: 59.0.3050.0 Revision bf9bcae65b9dc113edb7409c582238d5cbf7acaf-refs/heads/master@{#459323} OS: Windows(7,8,10),Linux (14.04 LTS) Pre-condition: Enable 'Material Design in the rest of the browser's native UI' flag from chrome://flags What steps will reproduce the problem? (1) Launch chrome, open NTP and bookmarked it. (2) observe on bookmark bar Actual: Unwanted extra spacing is seen between icon and text. Expected: No such extra spacing should seen. This is a regression issue, broken in 'M-59' will soon update the other info: Good Build: 59.0.3037.0 Bad Build: 59.0.3038.0 Note: Issue is not seen on Mac OS

Just to Update, This issue is observed on Windows 10 with chrome #59.0.3061.0 kylixrd@ could you please look into this issue and update the latest info. Thank You...

These artifacts are coming about due to the current "Harmony" (Material Design) work for the UI. Once that effort is complete and the UI is switched to fully Material Design mode, these issues will go away.

Unable to test this issue on Nexus 10 tab, Android 5.0.1; Build/LRX22C using chrome version #60.0.3102.0 Since 'Material Design in the rest of the browser's native UI' flag is not available on Android platform.
