If you attempt to deploy a shard while a push-to-prod is happening, you can encounter the following sitation:

- prod branch has already been pushed to the latest test prod.
- However, cautotest has not yet finished being updated, and is still on old commit.


The server deploy logic goes to cautotest to determine what commit to sync the new server to. However, once it has done so, it compares that commit against prod, and fails with "ERROR:root:Failed to update server to tip_of_prod. Current HEAD ID is ae67a7fa4cea97889cd26cfdfdcd28a6c059bb69. tip_of_prod commit ID is 78f61eab08cfb5cc1f88e585445fcee9437fc5d3."

It would make more sense for it to simply check what is tip-of-prod and push that.
