Issue descriptionAfter this cl is landed: https://chromium-review.googlesource.com/#/c/457424/ suite job to create testbed no longer works, command like following will just hang: /usr/local/autotest/site_utils/run_suite.py -s testbed_push -b angler -i git_oc-release/angler-userdebug/3771772#2 -p bvt -u 3 --run_prod_code With the revert (https://chromium-review.googlesource.com/#/c/458838/), the command can create suite job again. This is blocking all tests running in Android comms lab, thus P0
