What steps will reproduce the problem?
(1) Open a new tab page.
(2) Go to www.html-kit.com/tools/cookietester
(3) Before the page finishes loading, clicks on "Request Desktop Site".

What is the expected result?
The page should be reloaded with the desktop version of www.html-kit.com/tools/cookietester

What happens instead?
Goes to new tab page.

This is because our current implementation of reloading for updated user agent is wrong, fixing  crbug.com/700571  should fix this issue.
