IMPORTDATA on Sheets from cs.chromium.org doesn't work

Issue description

We're trying to use =IMPORTDATA("https://cs.chromium.org/f/chromium/src/tools/perf/benchmark.csv") to pull an up-to-date csv from cs but sometimes Sheets says it can't reach the resource

Does cs.chromium.org url throttle access? Is there a suggested workaround?


Chrome Version: 56.0.2924.87
OS: Linux

What steps will reproduce the problem?
(1) Open go/chrome-benchmarks when it is linking to a csv at cs.chromium.org
(2) csv fails to load in Sheets

What is the expected result?
csv loads properly in Sheets

How often does this fail?

I looked at the codesearch logs and I only see 10 requests for that URL from "Mozilla/5.0 (compatible; GoogleDocs; apps-spreadsheets; +http://docs.google.com)" since 2017-03-23 09:19.
All were served with 200 response codes, so maybe the problem is elsewhere?
Weird! Maybe something was going wrong with Sheets
I reverted the change yesterday so it would stop display REF error but I've just created a new tab to test it out again
I'll let it exist over the weekend and check on it periodically to see if the issue is still there and report back.
Okay so it's failing right now
I also tried refreshing the page so it should have sent a request from apps-spreadsheets to codesearch. If it didn't, the problem is definitely on the Sheets side

I looked at the logs again, all 200s served from codesearch :(  There's also nothing in the GFE problemlog, which would show any errors between the GFE and codesearch.

I did find b/27777530 and b/28538586 which look related.  Maybe you could add your report to one of those?
