Form controls don't have a state for when the window is inactive

Issue description

Chrome Version: 59.0.3049.0
OS: macOS 10.12.3

What steps will reproduce the problem?
(1) Visit e.g. data:text/html,<input type=checkbox checked>
(2) Make the Chrome window inactive by bringing another window in front of it.

What is the expected result?
The control loses its focus ring (if it has one) and its tint.

What happens instead?
The control loses its focus ring but not its tint (e.g. it stays blue).

Screen recording attached comparing behavior with Safari.
