When GPU process is blocked due to multiple crashes, the "Problems Detected" reason is incorrect.

When the GPU process is disabled due to repeated crashing, the "Problems Detected" in "about:gpu" shows incorrect reason:

  GPU process was unable to boot: GPU access is disabled in chrome://settings.
  Disabled Features: all

First noticed this in the "about:gpu" information in Issue 698055, and I confirmed it by navigating to "about:gpucrash".
