Unable to start Chrome Remote Desktop with a non-admin user

Issue description


Chrome Version       : 56.0.2924.87
URLs (if applicable) : N/A
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: N/A
    Firefox: N/A
         IE: N/A

What steps will reproduce the problem?
1. Log in to Windows as a non-admin user.
2. Run the CRD web-app.
3. Enable the host.
4. When prompted, enter admin credentials.

What is the expected result?
The host should be enabled.

What happens instead?
Instead, the app is stuck at the "Enabling" spinner.

Please provide any additional information below. Attach a screenshot if
possible.

1. verified users have Hangouts service enabled
2. reproduced issue on Chrome Beta, Canary
3. reproduced issue in safe mode with networking
4. reproduced the issue on a new clean Windows user profile
5. verified issue occurs on different machines, with different G Suite users
6. verified CRD requirements are being met, reproducing issue with a normal user on the same network and computer CRD works for a superuse
7. reproduced issue after running Chrome browser as the Administrator

I tried this on a non-corp win 7 and non-corp win 10 machine and had no trouble. After the admin prompt, the host was enabled in both cases. I am unable to check on corp win 10 due to restrictions on multiple users. Jgodinez: Is this on Windows 10 and are the windows logins tied into the GSuite logins?
