Need a Group Policy Object to limit amount of Chrome Tabs a user can open

Reported by rossk...@gmail.com, Mar 23 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
We use Chrome on many RDS / Terminal servers. A typical server is running Server 2012 R2 with about 20-50 users per server. The highest CPU and memory hog on these servers is Chrome usage. When we run in to performance issues it always comes back to users having 10+ Chrome tabs open per person. We need a way to limit the max number of chrome tabs for all users please. Thank you.

What is the expected behavior?
Limit Chrome Tabs a user can open at one time to X amount.

What went wrong?
Chrome KILLS performance on RDS servers; we could control this if we were able to control tab usage.

Did this work before? No
