During the fix of  crbug.com/700617 , it is discovered that 
QuicNetworkTransactionTest.QuicUpload and QuicNetworkTransactionTest.QuicUploadToAlternativeProxyServer is not testing the correct code path. Both tests triggers write error during QUIC crypto connect, which will blow up as  crbug.com/700617  is fixed. We need to fix those tests when  crbug.com/700617  is fixed.
