Please keep Close Other Tabs & Close Tabs to the Right

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.33 Safari/537.36

Steps to reproduce the problem:
1. Open https://bugs.chromium.org/p/chromium/issues/detail?id=515930
2. try to add a comment
3. unable to add comment due to restricted comment permission

What is the expected behavior?
Being able to vote for COT & CTTR

What went wrong?
Being not able to vote for COT & CTTR

What if we remove "Empty Trash" in OS according to low-frequency usage? We can still empty the trash by selecting all the files manually and delete them manually! BUT WHAT SHOULD A TRASH BEHAVE? WHAT DO WE EXPECT FROM A TRASH? IMO "Empty Trash" is essential to a Trash, in spite of how infrequently used. So do tabstrips. Managing tabs effectively is mainly what we DO expect from a tabstrip. If we could no longer COT or CTTR, the main purpose of tabs gone half. I use COT all the time to clear all the other tabs just like "Empty Trash" or Disturb free mode, and I couldn't imagine how weird must I select left tabs manually and hit ctrl + W, then select right tabs manually and then hit ctrl + W again, not to mention when I made a mistake.

and again, tab context menu itself is already low frequently used comparing to ctrl + w or the "X" button on the right. When we have to right click the mouse for tab context menu, it already means what we need is something powerful, such as "duplicate" or mute, or to close other tabs effectively. 

and the last, "Close Other Tabs" & "Close Tabs to the Right" is already there for years and years, not so frequently but widely used among many users. It would be pity to break end users' habit and force everyone to adapt to somewhat much inconvenient ways.
