drag and drop from the downloads bar to skype doesn't work

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.110 Safari/537.36

Steps to reproduce the problem:
1. open a webpage and download an image using right-click -> download image
2. click and drag the image that appeared in the download bar and drop onto a Skype conversation
3. 

What is the expected behavior?
The file should be sent into the skype's conversation.

What went wrong?
Nothing happens, although the mouse pointer turned into " [+]" showing drop was allowed.

Did this work before? No 

Chrome version: 57.0.2987.110  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 25.0 r0

If I open the folder containing the image in the Windows Explorer and then drag & drop the image from there into Skype, it works as expected.

Tested in chrome # 57.0.2987.110 and Canary #59.0.3049.0 on win 10.0 and not able to reproduce the issue able to drag the image in to Skype conversation.Please find the screen shots for your reference.

@Reporter: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once and let us know the observations of the issue which would help us to triage the issue further.

It seems you are using the Skype WebApp: the problem I am reporting is when dropping an image from Chrome to Skype (win32) app.

I have made a little video to better explain the problem.

I also created a new Chrome profile and disabled all extensions and the problem is still there.

Status: Untriaged (was: Unconfirmed)
Tested the issue on chrome Stable #57.0.2987.110, Canary #59.0.3053.0 in Windows 10.0 and was able to reproduce the issue.

This is a Non-Regression issue since seeing this from M35 #35.0.1898.0, Making the status to Untriaged so that the issue would get addressed.

Note : Not Able to reproduce the issue in MAC 10.12 and Linux Ubuntu 14.04.
Working fine in web Skype.
