Steps to reproduce the problem:
1. install one arc based app. such as VLC , Horizon,Evernote
2. launch the app

What is the expected behavior?
The arc based app can be launched successfully

What went wrong?
ARC client will crash while launching

I found this issue since ChroeOS 58.0.3027.0 in dev channel
this issue does not exist in beta&stable channel
