Regression: In fullscreen mode, on clicking permission bubble taskbar is displayed.

Chrome Version: 57.0.2987.123 (Official Build)e16aab9e7d1dc274c5b31cff424b13cecb7ab1d3-refs/branch-heads/2987@{#867}(32/64-bit)
OS: Windows (7,8,10)

What steps will reproduce the problem?
1) Launch chrome, open NTP and click on 'Search by voice' icon (Permission bubble is seen).
2) Click on wrench menu and enter fullscreen mode.
3) Click on permission bubble and observe.

On clicking permission bubble, taskbar is displayed.

On clicking permission bubble, taskbar should not be displayed. 

This is a Regression issue broken in M-50, will soon update other info
Manual bisect:
Good build: 50.0.2657.0
Bad build: 50.0.2659.0

Note: Issue is not seen on Mac and Linux OS.
