Steps to reproduce the problem:
1. install one ARC based app. such as VLC, Horizon,Evernote
2. launch the app

What is the expected behavior?
The arc based app can be launched successfully

What went wrong?
The arc based app will crash while launching

I found this issue in dev channel since ChromeOS 58.0.3027.0

This issue does not exist in beta&stable channel
