Regression: Unnecessary grey focus is observed on bookmarks.

Issue description

Chrome Version: 59.0.3049.0 (Official Build) 76aac97386e2788241161420c5e7e0bfee16f88c-refs/heads/master@{#458956}(32/64 Bit).

OS:  Windows(7,8,8.1,10).

Steps to reproduce:
1.Launch Chrome, Open two tabs, Right click on a tab and select 'bookmark all tabs'(bookmark the tabs thrice).
2.Click multiple times on the created bookmarks and observe. 

Actual Result: Unnecessary grey focus is seen.
Expected Result: Grey focus should not be seen.

This is regression issue broken in 'M 56' and will soon update the bisect info:

Manual Bisect Info: 
Good Build 56.0.3013.0
Bad Build 56.0.3014.0

Note: Issue is not reproducible on MAC and LINUX OS.

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2913.0 (Revision:458590).
Bad build: 56.0.2914.0 (Revision:458956).

You are probably looking for a change made after 430489 (known good), but no later than 430490 (first known bad).

The script might not always return single CL as suspectas some perf builds might get missing due to failure.

I'm wondering if the fix for  Issue 719399  also addresses this.  Can someone easily check on Windows if this is fixed since 60.0.3107.0?

Tested this issue with the steps mentioned in comment #1 on Windows 7 with the latest Canary 64.0.3241.4 and Stable 61.0.3163.100 and unable to repro the issue.
This looks to be working fine on the latest Chrome builds.
