Regression:Screenshot is overlapped,when devtools dock position is changed.

Issue description

Chrome Version:59.0.3049.0 dev
OS:Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome,go to NTP >> Open Devtools>>Performance Tab
(2)Click on Record button,do some sample recording to get screenshots.  (3)Move the cursor on screenshots for a moment and slowly go to Customize and control Devtools, dock to bottom and Observe (Kindly refer video)

Actual:Screenshot is overlapped while changing the dockside.
Expected:Screenshot shouldn't be overlapped while changing the dockside.

This is a Regression issue broken in M-59

Unable to reproduce this issue on Mac OS 10.12 and Ubuntu 14.04 using chrome latest Dev #59.0.3049.0 by following steps mentioned in the original comment. After step-2 observed the screen shot is getting disappeared while moving the mouse to top of the timeline and due to this unable to see the actual behavior.

Using the chromium bisect providing the bisect results,
Good build: 59.0.3048.0 (Revision:458590).
Bad build : 59.0.3049.0 (Revision:458956).

You are probably looking for a change made after 458657 (known good), but no later than 458663 (first known bad).

This does not happen to me on 59.0.3054.0. Could you please double-check on latest Canary?
