Regression: Unwanted scrollbar is seen in chrome://md-settings/network?type=WiFi page.

Chrome Version: 59.0.3048.0/9392.0.0 
OS: Chrome

Pre-condition: Make sure you have 8-11 entries in available WiFi networks list.

What steps will reproduce the problem?
(1)Sign in chrome>> Navigate to chrome://md-settings/network?type=WiFi page
(2)Hit ctrl- to zoom-out the page and Observe unwanted scrollbar when page zoom levels are 25 or 75 or 80 (Please refer video)

Expected: No such scrollbar should be seen.
Actual: Instead unwanted scrollbar is seen.

This is regression issue as no such unwanted scrollbar is seen in M57.

I can no longer reproduce this. I know we had some issues with scrolling that have been fixed; I suspect this was related.

Marked 'Fixed' for verification purposes.
