I was unable to reproduce the issue based on the URL provided on Windows 7,10, Mac and Linux with latest chrome stable i.e., 57.0.2987.110, But this looks similar to issue#704643 .

Reporter: can you launch chrome with the following flags (make sure it is completely closed)... "--disable-features=SendMouseLeaveEvents" please report back if that fixes the issue. If it does it is a dupe of the issue I said in comment #3 and is already fixed in M58
