Regression: Unnecessary blink of Files.app icon is seen in Browse as guest |

Issue descriptionChrome Version: 59.0.3048.0/9392.0.0 dev-channel Daisy, Candy, Minnie OS: Chrome What steps will reproduce the problem? (1) Browse as Guest>> open launcher>> try to open ALL apps drop down using arrow keys>> now try to launch the Files.app>> and observe Expected: Unnecessary blink of Files.app icon is not seen Actual: Instead unnecessary blink of Files.app icon is seen Issue is not seen in Sign in User Note: No such behavior is seen on launching Files.app normally in Browse as guest or Sign in User (Using Mouse) Issue is not applicable to Linux and Windows

sandeepkumars@, I was not able to confirm the blink in the video, and I could not reproduce the issue using my device. Did you see the issue on the Files app icon on the launcher, or did you see it on the shelf (the bottom bar on the screen)?
