Regression: Ghost Text 'Search Passwords' is misplaced in chrome://settings/passwords

Chrome Version: 59.0.3049.0 (Official Build) 76aac97386e2788241161420c5e7e0bfee16f88c-refs/heads/master@{#458956}(32/64 Bit).

OS:  Windows(7,8,8.1,10), Mac(10.11.6, 10.12.1, 10.12) and Linux(14.04 LTS).

Steps to reproduce:
1.Launch Chrome, go to chrome://settings/appearance, change Font Size to 'Very Large'.
2.Go to chrome://settings/passwords, Press Tab thrice and observe 'search password' text box.

Actual Result: Ghost Text is misplaced.
Expected Result: Ghost Text should not be misplaced.

This is regression issue broken in 'M 59' and will soon update the bisect info:

Using the per-revision bisect providing the bisect results,
Good build: 59.0.3032.0 (Revision:454806).
Bad build:59.0.3033.0 (Revision:455023).

You are probably looking for a change made after 454939 (known good), but no later than 454940 (first known bad).

Tested the issue on windows 7, Mac 10.12.3, Linux Ubuntu 14.04 using chrome version#59.0.3053.3 with the steps mentioned in comment #0.Observed that the Ghost text is not misplaced at chrome://settings/password. Hence adding TE-Verified labels.
