Regression: Tooltip is not seen on mouse hover for 'Exit and childlock..' option in avatar bubble in Hindi language.

Issue description

Chrome Version: 57.0.2987.123 (Official Build)e16aab9e7d1dc274c5b31cff424b13cecb7ab1d3-refs/branch-heads/2987@{#867}(32/64-bit)
OS: Windows (7,8,10)

What steps will reproduce the problem?
1) Launch chrome, sign in to chrome and from 'People' section in chrome://md-settings, add/import a supervised user.
2) Change the browser language to 'Hindi' and relaunch the browser.
3) In main user, click on avatar icon, mouse hover on 'Exit and childlock' option and observe.

On mouse hovering tooltip is not seen.

On mouse hovering tooltip should be seen.

This is a Regression issue broken in M-56, will soon update other info
Manual bisect:
Good build: 55.0.2883.0 
Bad build: 56.0.2884.0 

Note: Issue is not seen on Mac and Linux OS.

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2883.0 (Revision:423768).
Bad build: 56.0.2884.0 (Revision:424021).

You are probably looking for a change made after 423786 (known good), but no later than 423787 (first known bad).

Update:

***Mass UI Triage***

We were unable to reproduce this bug on latest Canary version #72.0.3611.0 as it requires a Supervised User which is unavailable in latest chrome. If this bug still reproduces for you, please reopen or file a new issue.
