Regression : Flickering is seen on captured screenshot after moving mouse cursor in devtools.

Issue description

Chrome Version: 59.0.3049.0 76aac97386e2788241161420c5e7e0bfee16f88c-refs/heads/master@{#458956}
OS:Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch Chrome and open devtool on NTP or any webpage
2. Go to Performance tab, perform recording and click on recorded screenshot and move mouse cursor,observe

Actual: Flickering is seen on captured screenshot after moving mouse cursor

Expected: Flickering should not be seen on captured screenshot after moving mouse cursor

This is regression issue, broken in ‘M 59’ and will soon update other info :

Good build: 59.0.3048.0 (Revision:458590).
Bad build:59.0.3049.0 (Revision:458956).

You are probably looking for a change made after 458662 (known good), but no later than 458663 (first known bad).

[DevTools] Allow hide timeout in popover be longer than show timeout

This is useful for timeline overview. To support long hide timeout
we should hide immediately before showing new popover and cancel the
timeout. If we don't show the new popover, old one will be hidden
after a long timeout, which makes it easier to reach popover with mouse.

Tested the issue on windows 7, Mac 10.12.4, Linux Ubuntu 14.04 using chrome version#59.0.3061.3 with the steps mentioned in comment #0.Observed no flickering on captured screenshot after moving mouse cursor.Hence adding TE-Verified labels.
Please find the attached screen cast for the same.

Note: Verified the issue on Ubuntu 14.04 using chrome version #59.0.3061.0 as the linux chrome build #59.0.3061.3 got failed(Issue id: 708077)
