Notification tray, when task bar on the right left, don't display the last notification.

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9202.54.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.115 Safari/537.36 Platform: 9202.54.0 (Official Build) beta-channel lulu Steps to reproduce the problem: 1. Change the task bar to either right or left position 2. Download 5 or more attachments from gmail (or any other source that produces a notification) 3. Click the notitification number on the taskbar to reveal the notification tray and count the displayed notifications, you will count 4.5 if you have 5 notifications or one less if you have 6 or more notifications. What is the expected behavior? To have displayed all notifications as when you have the task bar on the bootm of the screen. What went wrong? The last notitification is not displayed, so you cannot use it nor press its buttons. Speacially uncomfortable when the last notitication is a screenshot and want to use the copy to clipboard button. Did this work before? Yes Don't remember, but maybe 55 Chrome version: 57.0.2987.115 Channel: beta OS Version: 9202.54.0 Flash Version: Is unintuitive (for me at least) to have the notifications sorted newer to older, from up to down. Bacause if you click the notification number on the taskbar, the most near notification is the one on the bottom position, not the upper one.

Now it works as intended on chrome 58 Beta. :D But the sorting order still counter intuitive. :(
