When an extension blocks Flash, the "Secure" dropdown doesn't mark it as blocked.

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36 Steps to reproduce the problem: 1. Block the flash plugin(all URLs) using content settings API. 2. Visit https://www.google.com 3. Click "Secure" beside the address bar. 4. Observe that Flash is shown with the "Ask (default)" permission. What is the expected behavior? What went wrong? Flash should be shown with "Blocked by extension", but instead it is shown with "Ask (default)". Did this work before? N/A Does this work in other browsers? BTW, I think this is a bug because the location, camera, & microphone content settings all appear as "Blocked by extension", while Flash doesn't.
