When an extension blocks Flash, the "Secure" dropdown doesn't mark it as blocked.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
1. Block the flash plugin(all URLs) using content settings API.
2. Visit https://www.google.com
3. Click "Secure" beside the address bar.
4. Observe that Flash is shown with the "Ask (default)" permission.

What is the expected behavior?

What went wrong?
Flash should be shown with "Blocked by extension", but instead it is shown with "Ask (default)".

Attached is an extension that reproduces the bug. 
Just load the extension, then follow from step 2.

BTW, I think this is a bug because the location, camera, & microphone content settings all appear as "Blocked by extension", while Flash doesn't.
