Test video_ChromeCameraMJpegHWDecodeUsed is often not getting scheduled

The test video_ChromeCameraMJpegHWDecodeUsed is a part of bvt-perbuild and it seems to be getting skipped on some runs for many different platforms.

It depends on the label: hw_jpeg_acc_dec, so we checked autotest for that dependency on various platforms (Edgar, for instance) and the label seems to be applied correctly to all the devices; i.e. 49 Edgar devices in total, and also 49 Edgar devices with the specified label. I.e. the dependency may not be an issue. 

Any ideas on why this test often gets skipped?

From the case above where it was skipped, the test job was aborted.

This is the test suite, note that it has nearly 300 jobs.

Richard thinks we didn't have enough duts. If he's right, the answer is to either remove some tests, or add duts.

So.... is this the only test with this issue?

Are all of the boards seeing this issue cheets boards?
