Issue descriptionChrome Version : 59.0.3041.0 OS Version: 9375.0.0 test What steps will reproduce the problem? Open NTP and: 1. Press Alt 2. Press Search 3. Press 1 4. Release 1 5. Release Search 6. Release Alt What is the expected result? CapsLock is NOT toggled since Alt+Search+1 is not the accelerator for toggling CapsLock. What happens instead of that? At step #5, CapsLock is toggled.

I have a fix for Issue 704280 , but it doesn't work for problem shown in comment#0. There is a hardware issue when it comes to Alt+Search+1, which results in the key press for '1' not showing up entirely. This was very well explained by rspangler@ in b/34050823 as "keyboard ghosting". I de-duped Issue 704280 from this one, and will mark this one as External Dependency (b/34050823).
