[Win] Third party module blocking mechanism

This is a tracking bug for work related to actually blocking third party modules from loading into Chrome's address space. See the design doc for full details:

This involves components in the sandbox, in chrome_elf, and in Chrome itself.

Adding utilities for creating the Module Blacklist Cache

The Module Blacklist Cache is meant to be used by chrome_elf to quickly
determine if a module should be allowed to load or not.
