When a slave CQ build has no CLs to test, it should complete without triggered any tests ?

Issue description

When a slave CQ build runs DetectIrrelevantChanges and finds it's irrelevant to any CLs, it should exit early and complete with success? It may save build time and lab resources. 
 
1) We still want it to build and upload prebuilts, so that board doesn't get behind on prebuilts.
2) If it's irrelevant to all CLs, then the master will not be waiting for it anyway, so we don't really save any CQ time by exiting early.
3) Running the tests anyway can help collect more data or identify if that board is broken for reasons unrelated to CLs.
4) This situation is also fairly rare.

My gut feeling is it's not worth implementing this, but I could be convinced otherwise.
