DevTools window title does not update on navigation to an interstitial

Issue description

Chrome Version: 59.0.3048

What steps will reproduce the problem?
(1) Undock dev tools
(2) Navigate to https://example.com/
(3) Navigate to https://expired.badssl.com

What is the expected result? Developer Tools' title shows "Developer Tools - https://expired.badssl.com"

What happens instead? Dev Tools window title shows "Developer Tools - https://example.com/

Maybe we're not getting the inspectedURLChanged event for interstitials and need to watch for the interstitial notification too?
 
The overall behavior of the DevTools on HTTPS interstitials is pretty weird; most of the panels (e.g. Elements, Sources, etc) refer to the prior site, while the Security panel contains information about the connection to the site that triggered the interstitial.

Our model was that while interstitial is shown, we haven't really navigated to the new url. This was only changed in security panel, because it's sensitive to that. Maybe current behavior is ok?

I think we shouldn't do anything special for this but instead should wait and address as part of the grand interstitial refactor in issue 392354.
