Chrome page translate not translating

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.110 Safari/537.36

Steps to reproduce the problem:
1. go to any web page which is not in English
2. Click the prompt to translate the page
3. get error which says "this page can not be translated"

What is the expected behavior?
I expect the page to be translated 

What went wrong?
It seems something is broken with the Chrome page translator. It is unable to translate a page which it recognises as a different language to English. the webpage i am testing is http://www.fanpage.it/la-data-di-pubblicazione-della-sentenza-coincide-con-la-data-di-deposito-in-cancelleria-cassazione-sezioni-unite-02-08-2012-n-13794/ 

the translate broke in the previous version of chrome but have waited for the new one to be installed before logging this. It did work before the 56 update!

Unable to reproduce this issue on Windows-10 using chrome latest stable #57.0.2987.110 by following steps mentioned in the original comment. Observed the the page got translated to English as expected. 

Could you please recheck this issue by creating a new profile under settings with no apps or extensions and clear the cache and cookies from your browser. If issue still persists please try to run the chrome clean up tool and check for any malware got infected or not.

I the operating system I used was Windows server 2012 R2, I shall try this with the user today to see if this work.

Hey Again,

So i have tried creating a new profile in chrome and the issue still exists. I have also tried reinstalling chrome on the server and recreated the issue with both 32bit and 64bit chrome.

Attached is a copy of the system info of one of the affected servers

Unable to reproduce this issue on Windows 10 with chrome #57.0.2987.110

Since the reporter mentioned issue is observed on Windows 2012, adding "TE-NeedsTriageFromMTV" label for further triage from MTV team.

Hey Guys,

this issue isn't just affecting my windows 2012r2 server but it also affecting my Chrome on windows 10 (version 1607 (OS Build 14393.576)) reinstalling chrome does not resolve the issue nor does changing the profile. I am running chrome version: 58.0.3029.96 (64-bit)

I will give the beta version a go and update

 tspruels@ - are you by any chance using a VPN to connect to the internet?
@yyushkina we use a Cloud based internet proxy which is configured over a PAC file. The supplier is Zscalertwo.net 

In my early troubleshooting i found going direct to the site and translating or going through Zscaler made no difference but just checking this and it seems Zscaler blocks it but when I go direct it works but then when I turn it back on it works through zscaler. I have sent them a support ticket to confirm if it is their issue or a chrome issue!

Marking this a won't fix based on this working when you go direct - comment again if zscaler thinks this is a chrome issue vs a config issue on their end.

I have been able to resolve the issue on my end. It was an issue with the service scanning the SSL and passing it onto my network.
