OnSyntheticGestureCompleted is not called after fling is handled on main thread.

Issue description

Chrome Version: 59.0.3036.0 (Developer Build) (64-bit)
OS: All

What steps will reproduce the problem?
(1) Write a simple layouttest to use chrome.gpuBenchmarking.swipe
(2) Set explicit_done: true and call done() in the callback function of swipe.

What is the expected result?
Once the swipe is complete, the test should pass.

What happens instead?
The test timeouts because the callback function is never called. When main thread handles fling, OnSyntheticGestureCompleted is not called and that's why the callback function doesn't get called.
