* Have Wi-Fi on, but don't have a network connection
* Open Settings > About Chrome OS to check for a pending update
* It says "You are currently offline"
* Connect to a network
* It still says "You are currently offline" and you can't check for updates

Closing and reopening settings fixes it.

We probably just need to observe for network connection changes.
