tts library is not working

Issue description

Steps to reproduce the problem:
1. Include tts.speech in your file where you want to integrate texttospeech eg. Readermodepanel.java 
2. Create TexttoSpeech object and call its method .speak
3. Build and run this Chromium app

What is the expected behavior?
Chromium should work fine and also convert text into speech.

What went wrong?
Chromium is working fine but whenever I open the readermode panel (Mobile Friendly View), Chromium stops unfortunately and so cannot test for text to speech.

Do you have a page that is demonstrating this problem?

Have you tried in Chrome 57 (stable)?
