DevTools: Empty workspaces should appear in Sources sidebar

Issue description

Adding an empty folder as a workspace doesn't cause it to show up in the Sources navigator. There is no feedback to the user that it was successfully added, and there is no way to add files to it within DevTools.

[Devtools] Root folders will always show in workspaces if of filesystem

If the filesystem is empty the root folder of a filesystem type project
will always exist in the filesystem navigator.
