Issue descriptionWhen searching through cookies, the page appears to jump when no cookies match the query. This is because the amount of content below the search box shrinks, causing the page to need to scroll up. Maybe we should use dynamic padding like with the sidenav? Rationale for Pri-2: minor issue on rarely used page, very minor impact on usability.

I see the jump. More repro details: the page needs to be slightly scrolled down from the top of the window. The 'jump' occurs when the page fits in the window and scroll updates to make the whole page visible. If the page is already at the scroll top, then no jump is seen. I don't follow the comment about the side nav. It appears to make similar jumps when expanding/collapsing the advanced section in the side nav.

I looked at this and tried a few things (like messing with the margins), but didn't find a 'clean' way to address this. I also demoed the issue to Demetrios and chatted with him about it. There are hacks that could be done (like we did with the dynamic padding in the content area when navigating using the side nav*). *which I just realized may be the reference in comment #0. That has been a source of fragility (keeps getting broken by other changes). Demetrios and I just noticed it is broken again on ToT (he's making a bug for it).

Can we consider moving the cookies list to its own page? That would keep the search control at the top of that page (which would be nicer). The cookie exceptions and controls would also load faster without having to load the site data as well (the cookies + site data list is one of the longest time-to-display things in settings).

I brought this issue up to the team today for thoughts on how to address this. Dan (TL) weighed in saying that we should not keep blank space on the screen in the hope that the user does something to fill it soon. i.e. moving the scroll position is intended behavior; which makes this a WontFix. I'm still in favor of moving the 'cookie and site data' to its own page so that it is not competing with the content exceptions list at the top of this page. I'll make a separate enhancement bug for this.
